    Pantauan media ini, Rapat Paripurna tersebut dipimpin Wakil Ketua II DPRD Alor, Sulaiman Singhs,SH., didampingi Wakil Ketua I, Drs.Yulius Mantaon. Hadir, Bupati Alor, Zeth Soni Libing, Sekda Alor, Soni O.Alelang bersama para Staf Ahli Bupati, Asisten Setda serta pimpinan Organisasi Perangkat Daerah (OPD) lingkup Pemkab Alor. Sebelum membuka rapat, Singhs menginformasikan bahwa jumlah anggota dewan yang hadir 20 orang dari total 30 Anggota DPRD Kabupaten Alor sehingga telah memenuhi quorum.

    Karena itu, Sulaiman Singhs langsung mempersilahkan Pj.Bupati Alor, Zeth Soni Libing untuk menetapkan tiga buah Ranperda menjadi Perda Kabupaten Alor. Ketiga Perda yang ditetapkan itu yakni, Perda tentang Pembentukan Badan Penanggulangan Bencana Daerah Kabupaten Alor, Perda tentang Pembentukan Badan Kesatuan Bangsa dan Politik Kabupaten Alor, serta Perda tentang Anggaran Pendapatan dan Belanja Daerah (APBD) Kabupaten Alor Tahun Anggaran 2024.

    “Ketiga Ranperda ini telah diasistensi. Khusus Ranperda tentang APBD Tahun Anggaran 2024, telah dilakukan penyempurnaan, dan penyesuaian oleh pemerintah dan DPRD Kabupaten Alor sehingga dapat dilakukan penetapannya,”kata Singhs.

    Sedangkan dua Ranperda lainnya yang sudah dibahas pula, yakni Ranperda Kabupaten Alor tentang Pajak Daerah dan Retribusi Daerah, serta Ranperda Kabupaten Alor tentang Perubahan Atas Perda Kabupaten Alor Nomor 11 Tahun 2010 Tentang Rencana Induk Pembangunan Kepariwisataan Kabupaten Alor Tahun 2010-2025, belum bisa ditetapkan.
    Menurut Sulaiman Singhs, Ranperda Tentang Pajak Daerah dan Retribusi Daerah masih dalam tahap evaluasi sesuai dengan ketentuan Pasal 125 Peraturan Pemerintah Nomor 35 Tahun 2023 Tentang Penentuan Pajak Daerah dan Retribusi Daerah.

    Pj.Bupati Alor, Zeth Soni Libing kemudian menetapkan tiga buah Perda, yakni Perda tentang Pembentukan Badan Penanggulangan Bencana Daerah Kabupaten Alor, Perda tentang Pembentukan Badan Kesatuan Bangsa dan Politik Kabupaten Alor, serta Perda tentang Anggaran Pendapatan dan Belanja Daerah (APBD) Kabupaten Alor Tahun Anggaran 2024.

    Sejurus kemudian, ketika Sulaiman Singhs hendak menutup Rapat Paripurna dimaksud, tetapi anggota dewan Soleman Boli Gorangmau,ST mohon bicara. Untuk itu saya berharap, semua keputusan itu menjadi satu kesatuan perencanaan pembangunan yang nantinya menjadi suatu kebahagiaan yang dirasakan masyarakat Kabupaten Alor,”tandas Gorangmau.

    Kedua, lanjut Gorangmau, mencermati pembahasan yang ada, dia memohon untuk perlu dilakukan pembahasan yang lebih baik, khususnya pada dana Bantuan Sosial dan Hiba. Politisi Gerindra ini berpendapat bahwa merujuk pada pelaksanaan Pemilu 2019, alokasi anggaran yang diberikan (hiba) oleh Pemerintah Kabupaten Alor (kepasa KPU Kabupaten Alor), pada akhirnya setelah pelaksanaan Pemilu, KPU mengembalikan dana sebesar kurang lebih Rp 9 Milyar.

    “Dengan angka Rp 9 Milyar yang dikembalikan KPU Alor ini, berarti dalam angka estimasi terlalu besar. Padahal angka itu bisa digunakan untuk membiayai program kegiatan yang lainnya untuk kepentingan masyarakat. Untuk itu dalam pelaksanaan Pemilu 2024, perlu dicermati agar dana hiba ke KPU Alor, jangan sampai estimasinya juga besar sehingga kelebihan yang dikembalikan juga besar,”harap Gorangmau.

    “Saya akan berusaha untuk mengawal semua kesepakatan, termasuk kebijakan politik yang diambil antara pemerintah dan DPRD. Saya sudah melihat, bahwa apa yang ada di dalam dokumen (APBD) yang berkaitan dengan kehidupan rakyat, berkaitan dengan infrastruktur itu teramat sangat penting. Semua yang sudah ada berkaitan dengan infrastruktur itu, kita harus bergandengan tangan untuk melaksanakannya secara baik,”tegas Libing.

    “Kita mau supaya yang kita rabat itu harus berkualitas. Tidak boleh asal-asalan. Ada yang sudah dirabat tetapi sudah rusak, batu pasir berhamburan. Tidak boleh seperti itu. Saya berkomitmen untuk menjaga itu agar pekerjaan berkualitas,”tandas Libing.
