Kegiatan FGD yang dibuka Kepala BPBD Alor, Marthen Maubeka,SH., ini melibatkan unsur pemerintah dari instansi terkait, LSM, Akademisi dan Media/Pers yang populer disebut Pentahelix.

Pejabat dari BNPB, Fatiyah Zufati Sabrina dari Direktorat Pemetaan dan Evaluasi Resiko Bencana, dibawah Deputi Bidang Sisitim dan Strategi, dalam sambutannya mengatakan bahwa dalam penyusunan KRB (Kajian Risiko Bencana) Tingkat Kabupaten/Kota tentunya disusun dari berbagai komponen.

“Mungkin bapak/ibu sudah familiar, dalam penyusuan resiko ini berbagai komponen seperti H (Hazard/bahaya), V (Vulnerability/Kerentanan) dan C (Capacity/Kapasitas). Semakin besar bahaya dan kerentanan maka aka menaikan resiko bencananya. Dan kebalikannya, semakin tinggi kapasitas akan menurunkan resiko bencana,”tandas Sabrina.

Pada kegiatan kali ini, jelas Sabrina, pihaknya akan menilai kapasitas di Kabupaten Alor ini, apakah rendah, sedang atau tinggi. Untuk itu ada 71 indikator yang dibahas secara teknis bersama tim konsultan yang bermitra dengan BNPB.
Dalam penilaian Indeks Kapasitas ini, lanjut Sabrina, tidak saja hanya BPBD saja yang menyusunnya, kerena itu merupakan nilai kabupaten, bukan nilai BPBD.

“Oleh karena itu beberapa pertanyaannya beragam untuk dijawab oleh berbagai OPD (Organisasi Perangkat Daerah), sehingga kami membutuhkan bapak/ibu semua untuk berkontribusi dalam menjawab. Hasil dari Indeks Ketahanan Daerah ini, nilainya akan digunakan untuk dikompilasi dengan Indeks Kesiapsiagaan Masyarakat. IKD untuk menilai kapasitas di tingkat pemerintah, sedangkan IKM untuk menilai kapasitas masyarakat,”terang Sabrina.

Untuk itu dia berharap agar dari hasil FGD itu didapat nilai IKD dan IKM secara obyektif sehingga berkontribusi untuk mendapatkan evaluasi, kira-kira IKD Kabupaten Alor seperti apa dan harus ditingkatkan. Menurutnya, KRB Kabupaten/Kota juga digunakan untuk menginput IRBI (Indeks Resiko Bencana Indonesia), yang dinilai setiap tahun. IRBI tersebut, sambung Sabrina, akan digunakan berbagai Kementrian/Lembaga untuk mengukur capaian tingkat kebencanaan di seluruh Indonesia.

“Jadi nanti indek IRBI-nya Kabupaten Alor ini akan berpengaruh ke Indeks Resiko Bencana Provinsi NTT. Jadi memang IKD ini perlu dinilai setiap tahun, sehingga peran bapak/ibu (peserta FGD) sangat penting,”pungkas Sabrina.

Sementara itu, Kepala BPBD Kabupaten Alor, Marthen Maubeka,SH., dalam sambutannya berterima kasih kepada pihak BNPB yang terus memperhatikan berbagai program kebencanaan di daerah ini. Menurut Marthen, apa yang telah disampaikan Fatiyah Zufati Sabrina dari Direktorat Pemetaan dan Evaluasi Resiko Bencana di BNPB itu perlu diperhatikan dan ditindlanjuti semua pihak terkait di Kabupaten alor.

“Memang Alor ini, orang baru sadar tentang pentingnya (kajian resiko) bencana kalau terjadi bencana. Bencana sudah terjadi baru orang baku telepon cari tahu. Padahal yang terpenting adalah kesiapan kita sebelumnya becana,”tegas Marthen.

Mantan Camat Alor Selatan ini berpendapat, bahwa tugas terpenting BPBD bukan pada soal masa darurat atau pasca bencana untuk rehabilits, rekonstruksi dan lain-lain, tetapi sebelum terjadi bencana. Kita buat kegiatan mengantisipasi tsunami saja, lanjut Martehne, orang bilang Alor tidak mungkin ada tsunami.
