Aduh..WTP Tapi IPM Turun, Pemkab Alor Dinilai Gagal

alorpos.com – RAPAT Paripurna DPRD Kabupaten Alor dalam rangka Pembahasan dan Penetapan Rancangan Peraturan Daerah Tentang Pertanggungjawaban Pelaksanaan Anggaran Pendapatan dan Belanja Daerah Kabupaten Alor Tahun Anggaran 2025 mulai berlangsung pada hari Rabu (17/6/2026) dan dijadwalkan hingga 30 Juli 2026 mendatang.

Rapat Paripurna ini dipimpin Ketua DPRD Alor, Paulus Brikmar, didampingi wakil-wakil ketua, Yermias Karbeka dan Usman Plaikari. Hadir Wakil Bupati Alor, Rocky Winaryo didampingi Sekda, Melkisedek Bely, para Staf Ahli Bupati Alor, Asisten Setda dan pimpinan OPD lingkup Pemkab Alor.

Setelah membuka persidangan yang dihadiri 24 dari total 30 Anggota DPRD Alor, Paulus Brikmar mempersilahkan Wakil Bupati Rocky Winaryo yang didelegasikan Bupati Alor, Iskandar Lakamau, untuk menyampaikan Pengantar Nota Keuangan Pertangungjawaban Pelaksanaan APBD TA.2025. Usai orang nomor dua Nusa Kenari ini membacakan pengantar nota keuangan dimaksud, sejumlah anggota DPRD menyalakan microphone di meja masing-masing karena igin menyampaikan hal-hal yang mereka nilai perlu dikritisi.  

Kesempatan pertama diperoleh Yeri Koilgawen, politisi PDI Perjuangan. Kepada Wakil Bupati Alor, Rocky Winaryo, Yeri Koilgawen, menyampaikan terima kasih atas capaian  Pemerintah Kabupaten Alor yang berhasil mempertahankan predikat Wajar Tanpa Pengecualian (WTP) berdasarkan Laporan Hasil  Pemeriksaan (LHP) Badan Pemeriksa Keuangan (BPK) Perwakilan NTT, atas Pertanggunhawaban Pelaksanaan APBD Kabupaten Alor Tahun Anggaran 2025. Opini WTP yang diterima Pemkab Alor ini untuk keenam kalnya berturut-turut sejak era kepemimpinan Bupati Alor, mendiang Drs.Amon Djobo,M.A.P.  

Meski menyampaikan apresiasi dan terima kasih, Yeri Koilgawen juga menyampaikan kritikan menohok atas kebijakan Pemkab Alor yang saat ini melalui program Gerbang Timur dalam spirit Alor Berkemas, dianggap kurang berpihak kepada masyarakat.

Alasannya, karena postur APBD Kabupaten Alor Tahun Anggaran 2025 itu, porsi untuk masyharakat sangat kecil.

“APBD 2025 itu keberpihakannya kepada masyarakat sangat kecil sekali. Saya contohkan disini, Belanja Operasi itu ada di angka Rp 890 Miliar, sementara Belanja Modal itu Rp 115 Miliar. Jadi saya berharap, pada pembahasan berikutnya, yang namanya belanja operasi ini kalau bisa dikurangi,”saran Koilgawen.  

Menurutya, banyak ruas jalan kabupaten menghubungkan wilayah kecamatan dan desa-desa  yang kondisinya sudah sangat parah, seperti di wilayah Kecamatan Abad Selatan sehingga butuh perhatian serius. Ia mengingatkan bahwa Bupati dan Wakil Bupati Alor saat kampanye menjelang Pilkada itu katanya akan selalu berpihak pada masyarakat,  sehingga dia berharap agar kinerja pemerintahan saat ini untuk lima tahun kedepan agar menunjukkan bahwa keberpihakan kepada rakyat itu harus jelas.

Hal menarik lainnya yang dikritisi Anggota Fraksi Gabungan Alor Maju ini, yakni Indeks Pembangunan Manusia (IPM) Kabupaten Alor yang justru mengalami penuruan saat ini, jika dibandingkan dengan tahun tahun sebelumnya. Ia mengaku heran karena porsi anggaran untuk sektor pendidikan dan kesehatan dalam postur APBD Kabupaten Alor TA.2025 itu tidak banyak berkurang, tetapi IPM Kabupaten Alor malah turun ke peringkat ke- 20 dari 22 kabupaten/kota di NTT, atau ranking dua dari bawah.

Karena itu Koilgawen berharap agar persoalan turunnya IPM Kabupaten Alor ini harus diatasi secara baik kedepannya, sehingga ini menjadi tantangan bagi para Pejabat Eselon II, III dan Eselon IV Pemkab Alor yang baru dilantik pada 8 Juni 2026 itu.

“IPM Kabupaten Alor yang berada di urutan ke 20 dari 22 kabupaten/kota di NTT ini sesungguhnya memalukan kita. Tetapi kita masih bangga dengan WTP. Tidak boleh seperti itu, sehingga ini menjadi cacatatan serius untuk pemerintah, agar berpikir bagaimana keberpihakan anggaran kepada masyarakat,”tegas Koilgawen.  

Kritikan senada dilontarkan Ketua Fraksi Partai Nasdem DPRD Alor, Deni Padabang,A.Md.T. Meski mengapresiasi opini WTP dari BPK RI Perwakilan NTT terhadap Pertanggungjawaban Pelaksanaan APBD Kabupaten Alor TA.2025, tetapi Deni menilai hal itu hanya prestasi administrasi pertanggungjawaban pemanfaatn keuangan, tetapi secara politis itu gagal.

Kepada media ini usai rapat paripurna tersebut, Deni Padabang menilai bahwa Pemkab Alor gagal, karena dari anggaran Rp 1 Triliun lebih pada APBD TA.2025 itu hanya menghasilkan IPM yang berada di peringkat ke 20 dari 22 kabupaten/kota di NTT.

“Itu berarti IPM kita turun dua tingkat karena sebelumnya berada di peringkat ke-18. Bahwa hasil pemeriksaan BPK atas pertanggungjawaban keuangan, secara administrasi ok WTP, tetapi secara politik gagal karena IPM turun. Ukuran IPM itu kan dari sisi kesehatan, pendidikan, lama hidup dan pendapatan per kapitan. Ini gagal,”pungkas Anggota DPRD Alor periode ketiga, yang juga Ketua DPC Partai Nasdem Kabupaten Alor ini.  (ap/linuskia)
